FUNCTIONING OF THE TRIUMVIRAT

The participants will simulate an international meeting linking the national and sub-national North American parliaments, lobbyists and journalists. Participants will represent a national or subnational parliament other than their own. They will have to study its characteristics, strengths and weaknesses, and will then develop a personal position, basing themselves on this information.

Participants will be confronted with the opportunities and constraints of cooperating within a North American institution. They will learn to deal with the functioning of democratic institutions and the importance of the battle of wills between elected officials, medias and lobbies.

The themes subject to debate in 2005 concern 1) Trade corridors, 2) NAFTA - Chapter 11, 3) Energy efficiency energy and renewable energy and 4) Immigration and Security. Triumvirate's own rules of procedures have been developed and inspired by those of real organizations.

The scenario recreates in a nuanced way the North American dynamic, leaving space for new international alliances between states with common interests . The project is innovative because it is the only existing project uniting all the North American entities.
